Purchasing Policy Statement
The purchasing of goods and services required by the County of Lancaster, regardless of fund sources, shall be exercised by the Purchasing Department and/or the Board of Commissioners under the provisions of the Class 2A County Code.
The Purchasing Department is responsible, at the direction of the Board of Commissioners, for making the most economical acquisition of quality goods and services to assure efficient operation of County Government. The Department strives to foster participation of all businesses offering goods and services that may be used by the County.
Supplying the County
The County of Lancaster Purchasing Department supplies all County departments with goods and services at the lowest cost in accordance with the specification. We utilize state and cooperative purchasing contracts and serve as an information resource for departments, buying a wide range of products and services.
Lancaster County is a Pennsylvania subdivision governed by three commissioners under the Second-Class County Code. Bidding procedures and practices are in accordance with the Class 2A County Code and the Lancaster County Procurement Code which, except for certain exemptions, calls for purchases in excess of $22,500 to be on an advertised competitive basis.
